California’s AB 2163 Marks Major Milestone for Geothermal and Critical Mineral Development

Governor Gavin Newsom has signed Assembly Bill 2163, establishing a statewide framework to support Strategic Clean Energy and Critical Mineral Development Zones across California, sending a decisive signal to the hyperscale and critical minerals markets.

The signing of AB 2163 provides stronger policy alignment, coordinated agency support, and greater investment certainty for projects delivering clean energy, domestic critical minerals, and advanced manufacturing.

Imperial Valley is built for this opportunity: world-class geothermal and critical mineral resources, firm 24/7 renewable power, significant industrial land, major transmission infrastructure, and a comprehensive regional development plan.

Controlled Thermal Resources is advancing Hell’s Kitchen as an integrated platform for up to 650 MW of reliable renewable generation, hyperscale data center development, responsibly produced battery materials, and downstream manufacturing.

This legislation received unanimous bipartisan support and reinforces what the market is already recognizing: Imperial Valley is one of America’s most strategically important locations for energy security, digital infrastructure, and domestic critical mineral supply chains.
